Files app: Sort files by last accessed time in Recent

Issue description

Currently files in Recent root are sorted by last modified time. Possible enhancement would be to allow sorting by last accessed time.

However note that this is not very easy because we have several sources for recent files and all of them need to return last accessed time:

1. Drive: Supports last accessed time.

2. Downloads: Linux VFS has last accessed time, but we need to make sure those timestamps are not updated unless users explicitly access them.

3. ARC Media: This is the most problematic because DocumentsProvider protocol do not support last accessed time.

I wasn't aware ARC Media didn't provide for it but there's a lot I don't know. :)

It's too bad the nix 'atime' couldn't be read or something whipped up in java script that wouldn't be too difficult - or slow.
