Files>Cloud import: When SD card is removed and re-inserted, Cloud import is not resumed.

Issue description

Chrome OS version: 61.0.3163.72, beta build
Platform version: 9765.49.0, beta channel sentry device
M-61 build

Steps to reproduce the problem:
1. Sign in on new user.
2. Insert SD card with DCIM folder loaded with images, videos, raw images.
3. In Files app, go to DCIM folder. You can view Cloud import option enabled on Toolbar and shows up the total number of images ready for backup.
4. Click on 'BACK UP' button and immediately eject the SD card. It is observed that only some of the files are backed up to Google drive.
5. Now re-insert SD card.
6. Observed that remaining files are not backed up.
7. Check the status of all the files in SD card>DCIM folder. All files are marked with 'Google drive' symbol, indicating all files are synced to Google drive.
8. Cloud import option in Toolbar (of Files app) says 'All are backed up to Google drive'. This is a wrong indication since the remaining files were not backed up.

What is the expected behavior?
When SD card is removed and re-inserted, Cloud import should be resumed. Cloud backup must not be broken. 

Attached is a video of comparison b/w SD>DCIM folder and GDrive>Chrome OS Cloud backup folder.

This same issue of Cloud import backup behaves bit differently on M-61 build Chrome OS 9765.75.0/61.0.3163.112.
Steps:
1. Insert SD card with DCIM folder loaded with images, videos.
2. In Files app, go to DCIM folder. Click on 'BACK UP' button and immediately eject the SD card. Cancel the Sync operation too, when showed up.
4. Now re-insert SD card. Once again click on 'BACK UP' button to resume back up of the remaining files.
5. Goto My Drive> Chrome OS cloud back up folder. Observed that all files are backed up.
6. In SD card>DCIM folder, status of some files are marked with 'Google drive' symbol and some with 'Sync' symbol. (----> Refer attachment 'SD DCIM folder.png')
7. File Syncing message is displayed on Left panel of Files app. But sync operation doesn't progress. (----> Refer attachment 'SD DCIM folder.png')
8. Though files are copied to Chrome OS back up folder, they never are really synced back (can be verified from web drive). 
9. Cloud import option in Toolbar (of Files app) says 'All are backed up to Google drive'. This is a wrong indication.

What is the expected behavior?
When SD card is removed and re-inserted, on resuming Cloud back up operation, syncing must resume and all files should be backed up successfully. 

Please refer the attachments. They indicate the matching files between Cloud back up folder and SD card> DCIM folder.

Not seeing this issue anymore on 10575.26.0, 67.0.3396.31. After the SD card removal and re-inserted, remaining file count is shown for back up. On resuming back up operation, remaining files were synced and backed up successfully.
