Host /domain added as an exception in the proxy settings, do not show up on the settings page.

Issue description

Chrome Version: <From about:version: Google Chrome x.x.x.x>
Chrome OS Version: <From about:version: Platform 9765.48.0>
Chrome OS Platform: <Samus>
Network info: <WiFi Proy>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:

1.Connect to non-shared encrypted wifi network.
2.Select "Manual Configuration" option in Proxy Configuration and specify the proxy settings for HTTP.
3.Goto->Advanced Configuration under Proxy and specify a domain/host for which proxy settings should not be used. 

Expected Result:
The domain should be listed on settings page.

Actual Result:
The domain does not show up. We can check the expection is added by going to chrome://net-internals/#proxy page. 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
Check the expection hosts on chrome://net-internals/#proxy page.

Questions:
In (2), what do you mean by "Select "Manual Configuration" option in Proxy Configuration" ?
In (3), what do you mean by "Goto->Advanced Configuration under Proxy" ?

Updated Steps To Reproduce:
1) Connect to non-shared encrypted wifi network.
2) On  "chrome://settings/networks?type=WiFi"  page, click on connected network to display the setting-ui for the connected network. 
3) On the network settings-ui page, click proxy and toggle "Allow proxy for shared network" and select "Manual proxy configuration" from the connection type dropdown.

md-settings was targeted for 63, this was reported in 61/62. It seems to work as expected.
