nassh: #profile-id links don't work in existing sessions

Project Member Reported by vapier@chromium.org, Aug 30 2017

Issue description

to reproduce:
- open Secure Shell in a tab
  chrome-extension://pnhechapfaindjhompbnflcldabbghjo/html/nassh.html
- paste a profile-id link into the omnibox
  chrome-extension://pnhechapfaindjhompbnflcldabbghjo/html/nassh.html#profile-id:af10
- hit enter

at this point, Secure Shell should have connected directly to profile af10. instead, it showed the connection dialog.

this is due to the short circuit logic around nassh.promptOnReload. need to double check the expected user flows here.
At the very least it would be great if the profile corresponding to the URL was preselected in the connection dialog. Currently it appears the last-connected profile is preselected.
that should be doable i think w/out impacting anything else
