This issue is related to launch bug Issue 705566.

Steps to reproduce the problem:
1. During the OOBE flow, try connecting to available WiFi network.
2. Expected screen to be as per https://folio.googleplex.com/cros-oobe-main-flow#%2F02B%20-%20Connect%20to%20Network%20(selected).png

What is the expected behavior?
Expected screen as per the attachment (Expected.png). Connecting to WiFi network with the progress bar display is expected.

What is the actual behavior?
Instead, 'Connecting to wifi_network_name' with the progress bar is not shown. Please refer the attachment (Actual.jpg).
