GL / DXGI crash stacks are not symbolized (at all) correctly

Issue description

If you look at the crash reports for issue 758547 you will see that the service is reporting 0% accuracy stack symbolization, and reporting a signature of SbFilterProcedure_DwmApiNamespace.

If you open one of the crash reports, though, then you'll see the crash is in the DXGI implementation, called via libglesv2.

I manually uploaded the symbol files for the missing Windows system DLL.

I'll investigate a bit more why the Windows system symbol files weren't downloaded from Microsoft public symbol servers automatically by our Symbol Converter component.
Status: Fixed (was: Assigned)
We had an issue with the Symbol Converter which is now resolved.
