Starting Chrome with an external action with TabSwitcher executes do it twice.

Steps to reproduce: 
1. Open a tab and trigger tab switcher.
2. Trigger an external action (search QR code)
3. Background Chrome
4. Foreground Chrome

Observed behavior: 
Action is executed again

Expected behavior: 
Action should be executed once

Frequency: 
5/5
