There is no way to disable on-screen virtual keyboard at startup

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:55.0) Gecko/20100101 Firefox/55.0

Steps to reproduce the problem:
1. Try to start Chrome and have the on-screen keyboard always disabled (even if a keyboard is plugged in or not)

What is the expected behavior?

What went wrong?
It is not possible, which is a problem mostly for Electron users that want to create their own keyboard and have the default one disabled

Does this work in other browsers? Yes

Chrome version: 60.0.3112.101  Channel: stable
OS Version: 10.0
Flash Version: 26.0.0.151

I am willing to solve this if it is agreed that it's needed, else I will have to fix it and try to patch Electron to use our version of Chromium. Opened this issue to see if this is really a problem and to have an issue number to fill in for the pull request.
