A glitch in drawing SVG path

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
Certain filled SVG paths are drawn glitchy since Chrome 60. (including 61 Dev)

1. Go to https://codepen.io/anon/pen/wqQYEg (or run attached file)
2. Refer to "correct_chrome_59.png" how the path should look (and looks in Chrome prior to 60 and all other browsers, including ones that use WebKit)

What is the expected behavior?
Attached "correct_chrome_59.png" image shows how the path is supposed to look.

What went wrong?
The SVG path shows red fill "spilling out". (buggy_chrome_60.png)

Did this work before? Yes 59

Does this work in other browsers? Yes

Differently broken on ToT. As this is probably the same as the other path drawing failures recently, assigning to senorblanco@.

It turns out this not the tessellating path renderer, but GrAAConvexPathRenderer. If I comment out the latter, it works. Assigning to Brian for triage.
