cheets_PerfBoot signs into Chrome OS user session too quickly

Currently, cheets_PerfBoot tries to sign in to Chrome OS (test) user session as quickly as possible. However, this behavior is not optimal once we enable (Launch parts of ARC++ before sign-in). Once the feature is enabled, cheets_PerfBoot should instead keep showing Chrome OS login screen for a few seconds before signing in. Otherwise, we can't really measure whether or not b/32308760 improves the ARC++ startup time.

Login.PromptToLoginTime UMA says that 90% of our users takes 6.1 seconds or more to type their passwords. Because of the data, the wait cheets_PerfBoot uses should be at least 5 seconds.
