DevTools mobile emulation has strange effect when you click and hold on a text input or try to select text like in mobile.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36 Steps to reproduce the problem: 1. Open DevTools 2. Emulate a mobile device with touch enabled 3. Click and hold on a text input What is the expected behavior? I'm not sure What went wrong? A little clipboard popup box similar to what appears on mobile appears but you're unable to get rid of it and tends to follow you across tabs. Did this work before? We don't support click and holding while emulating.

I can select the content from the text but that popup menu isn't responsive, just stays up across all tabs & can't be clicked away. Don't see how click and hold isn't supported while emulating when it seems as if it is if that popup menu is appearing in the first like and exactly like how you'd expect it to for a mobile emulation.
