What steps will reproduce the problem?
(1) Open a PDF with checkboxes in the Chrome PDF Viewer.
(2) Click a checkbox.
(3) Try to toggle it with the keyboard. e.g. with the space or enter key.

What is the expected result?

Focused checkbox toggles.

What happens instead?

Nothing?
