Machine sleeps the screen, even with active tabs open (playing video or audio) and the screen will not wake up" in response to any input

Issue description

Chrome Version       : 61.0.3163.51

What steps will reproduce the problem?
1.  Don't provide keyboard/trackpad input for about 10 minutes
2.  ...

What is the expected result?

External mouse/keyboard or integrated keyboard/trackpad input should instantly make the screen turn back on.  Brightness controls do nothing, as the screen is totally off.  This issue is brand new since the update you just pushed to me today; by the way, hate mandatory updates that always happen because I spend my time (which equals money) beta testing your noise.

What happens instead of that?

Nothing.  I have to hard power off to get the screen to turn back on.

The screen is literally completely blank you enormous badword-of-your-choice.

This is on beta channel on a Toshiba Chromebook 2 CB35-B3340.  I'm on beta channel because when I first bought this machine, developer mode didn't work on the release channel; I occasionally dip into Debian Jessie via Crouton install in "emergency" situations for work.  I was not running a chroot when I experienced these problems so it should have nothing to do with it.

I often use my chromebook to pipe in a podcast or stream from youtube, so I'm not constantly nudging it; this basically has bricked my chromebook in terms of what I generally use it for.

Recommend that you leave the Beta channel if you are not interested in "beta testing your noise."

A more productive approach would be to trigger the issue and then immediately reboot, log in, and file a feedback report using Alt+Shift+i. Include system logs and this bug's ID, and then mention that you've filed the report here.
