Create main tree status view in Tree-Status

Part of the Chromium Status migration. We should create a Polymer UI that allows users to view and edit the tree status. This is meant to be a replacement for the current main view of Chromium Status. 

Notes: 

* /status/:tree - If a user visits /:tree for a tree that does not have a status, then they should be redirected to /status/:tree

* Adjust the current “Tree Statuses” view in Sheriff-o-Matic to use all trees with “has_tree_status” set instead of a hardcoded list.
