[devtools] make 3rd-party badges purdy in dark theme mode

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3197.0 Safari/537.36

Steps to reproduce the problem:
1. enable 3rd-party badges
2. enable dark theme mode

What is the expected behavior?
badges are readable

What went wrong?
badges are murky blotches

Did this work before? No 

Chrome version: 62.0.3197.0  Channel: canary
OS Version: OS X 10.12.6

Able to reproduce the issue on Windows 7,Mac 10.12.6 & Ubuntu 14.04 using chrome stable#60.0.3112.113, reported version#62.0.3197.0   & latest Canary#62.0.3199.0 as per below steps:

1. Launch chrome
2. Navigate to any website ( Twitter.com)
3. Press F12 ( Goto Dev tools)
4. press Cmd+Shift+P (Mac) or Ctrl+Shift+P (Windows, Linux).
5. Type 3rd-party badges & select 3rd party gadgets
6. Type dark theme mode & select dark theme mode
7. Goto Network
8. press CMD+R / Ctrl+R to record the activity

observation:

Badges are not readable

Same issue observed from M60-60.0.3112.0  to latest Canary.hence marking it as untriaged for further investigation from dev.

Note:
Third party badges option is not available in devtools in the earlier builds of M60.Hence unable to test this issue in the earlier builds of m60.
