Bookmarks and Wallpaper should be configurable at the Device level in GSUITE

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36
Platform: ChromeBooks

Steps to reproduce the problem:

What is the expected behavior?
We need the ability to assign wallpapers (a device concept) to a device or OU of devices instead of it being a User based setting. The same for Bookmarks; we should be able to have a device have a set of bookmarks regardless of the user.

What went wrong?
both settings are currently user based and not device based

I assume we need to talk server side guys for this feature.
Status: WontFix (was: Assigned)
Wallpaper is already configurable device-wide under Device Settings.

We will not be able to support Bookmarks device-wide as this is a setting that only takes effect inside a user session and Chrome device policies only cater to device settings (not device-wide user settings).
