Image preview doesn't render if user navigates to image

Chrome Version: 62.3199, 60.3112
OS: Windows 10

What steps will reproduce the problem?
(1) Open DevTools Network pane
(2) Load https://whytls.com/image.html
(3) Select "network-tab-mockup3.jpg" in list and click "Preview" tab

Observe: Image renders.

(4) In the page, click the "Click here" link to navigate to the image directly.
(5) Select "network-tab-mockup3.jpg" in list and click "Preview" tab

Observe: Image appears as base64-encoded text.

Expect: Image renders.
