Add moblab_TestThat to protect test_that

We broke test_that (issue 758427) both for ToT and for old moblab (we broke backwards compatibility of test_that.

If we add a moblab_TestThat similar to moblab_RunSuite:
- Running it in the CQ will protect us from breaking test_that on ToT.

In addition, if we run test_that from a server-side test on the drone, tunnelling the RPCs through to the moblab host, we can even catch backwards compatibility regressions by running against a released moblab image.

Do we have any ETA for this? Or do we have any alternate method to run TOT tests on Moblab?

We do not have any ETA on Pri-3 bugs.
This bug is about continuous testing. If you want to simply run tests on ToT moblab for your own testing, that is possible today by downlading any of the builds from guado_moblab-paladin.
