[CUPS Printing] Unable to 'Add a Nearby Printer'

Issue description

Chrome Version: 61.0.3163.67
OS: 9765.45.0

What steps will reproduce the problem?
(1) Sign into DUT
(2) Click on 'ADD PRINTER' from chrome://md-settings/cupsPrinters 
(3) Select 'ADD NEARBY PRINTERS' from 'Add a printer manually' dialogue box
(4) Select one option from the listed printers available nearby and click on 'ADD'
(5) Enter all the details on this 'Select a printer manufacturer and model' dialogue box and
(6) Click on ADD


What is the expected result?
Should be able to add the printer and able to print

What happens instead?
Unable to add the nearby printer. Error message is displayed 'Error Adding Printer - TRY AGAIN'

An observation is that if the printer is added manually with it's IP address it is saved in the printer's list successfully.

Adding the printer failed with bad device uri
Bad device-uri "ipp://HP OfficeJet 4650 series [2F07EA]._ipp._tcp.local/ipp/print".#012: Bad file descriptor

The fix was merged in 61.0.3163.69

pgangishetty@, please verify the fix on build 9765.47.0 or higher
Verified with version 9765.48.0/61.0.3163.70
