DevTools: reportFileChunk adds unnacceptable jank to Chrome

I was tracing a random tab in my chrome but saw a LOT of activity on another renderer thread... it turns out its the reportFileChunk loop going on.  It's far too expensive on my MacPro compared to everything else the browser is doing.

I have a trace, but will have to share privately
