Can't access disconnect VPN button in status tray with ChromeVox navigation

Project Member Reported by lpalmaro@chromium.org, Aug 29 2017

Issue description

OS: Chrome
Version: 61 (not sure of exact version I used on the test device just now, sorry)

1) enabled ChromeVox with Ctrl Alt Z
2) make sure you are connected to a vpn (any)
3) press Alt Shift S to get to the Status Tray, then use ChromeVox navigation (Search + Right Arrow) to navigate item by item through until you reach the VPN button, and press Enter
4) Press Search + Right to get to the disconnect button for the VPN that is connected

You're not able to use ChromeVox navigation to get there. You can press Tab, but not Search + Right. This is problematic because if you can't visibly see that the button is there, then you can't know to press tab (if you're used to using Search + Right to get everywhere).

I am assigning this back to lpalmaro@ since I don't have any VPNs to use. Can you try again now that this UI is completely redesigned in M70? Thanks!
