What steps will reproduce the problem?
1.Upload a CL that will auto cc some people
2. Remove those people for cc-ed list
3. Upload a new PatchSet to that CL. The people who were cc-ed will get added back

What is the expected output?
When I modify cc list in Rietveld, that edit will persist across patchsets. I expect PolyGerrit to do the same.


What do you see instead?

The edit of cc list doesn't persist across patchsets. When a new PS is uploaded, people will get cc-ed.
