net_unittests failing on Cronet 64-bit bots

One of the bots is consistently failing. Here's the first failure: https://build.chromium.org/p/chromium.android/builders/Android%20Cronet%20Marshmallow%2064bit%20Perf/builds/10436

This other bot failed in the same way a few times, but starting later, then went back to passing: https://build.chromium.org/p/chromium.android/builders/Android%20Cronet%20Marshmallow%2064bit%20Builder

The failures look potentially related to https://chromium-review.googlesource.com/c/chromium/src/+/627339, so cc everyone involved there and also people who know these tests.

It seems like the create/destroy logic for the Spawned Test Server instances is having issues with that change, possibly too many concurrent test servers are being spawned?
