[Component Request] Blink>PerformanceAPIs>ResourceTiming/NavigationTiming

We want to add two new components:
Blink>PerformanceAPIs>ResourceTiming
Blink>PerformanceAPIs>NavigationTiming

These will be triaged separately from the general web perf bug triage process here (https://docs.google.com/document/d/1gcYfvgW5EnaRfPK93t2i5AXHUQ2I9yj6amXGGHb_oTg/edit?usp=sharing), by the blink network stack team.

1] Component Name: ResourceTiming & NavigationTiming

2] Parent Component (e.g. Blink, UI>Browser, etc...): Blink>PerformanceAPIs

3] Description of Component: Issues relating to the ResourceTiming/NavigationTiming web performance APIs.

4] Admin/ Owner: tyoshino

5] Please specify what triage practices will be followed for the component
(i.e. what team will do it and how frequently).

Since components can only contain issues, we explicitly don't prefix with the phrase "Issue related to..." since they don't help the end user make a decision about classification.

I've created the components w/ blank descriptions.  Please go ahead and populate that field.
