Cannot Enter Text in Input Boxes

Issue description

Device name: Samsung Galaxy S5 and Galaxy Tab

From "Settings > About Chrome"
Application version: 60.0.3112
Operating system: Android

URLs (if applicable):

Steps to reproduce:
(1) When history/caches are cleared
(2) Go to a site with input boxes
(3) Cannot enter anything in the text boxes unless you go to the address bar or switch tabs

Expected result:
User should be able to input on textboxes


Actual result:

Tested the issue using 60.0.3112.107 on Samsung Galaxy Tab S2 and was unable to reproduce the as per the steps mentioned below.

1. Navigated to chrome://history and deleted cache and browsing data.
2. Navigated to Facebook.com
3. Able to enter the text in all input boxes.

@jef.d.cruz: Could you please provide the screen cast for further triage of the issue.
