Regression: Unnecessary mobile data toggle button gets enabled on disabling WiFi toggle button in Uber tray.

Chrome Version:  62.0.3198.0/9887.0.0 dev-channel Daisy,Kip,Quawks,Jerru and Minnie
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build via USB or sign in to chrome >> Connect mobile dongle to the device
(2)Open Uber tray and go to Network section >> Disable Mobile data toggle button
(3)Now disable Wifi toggle button and Observe Mobile data toggle button (Please refer video)

Expected: Mobile data toggle button should not get enabled on disabling WiFi toggle button.
Actual: Instead,Unnecessary mobile data toggle button gets enabled and disabled.

This is regression issue as no such behavior is seen in 55.0.2883.105/8872.76.0 stable channel kip.
