What steps will reproduce the problem?
(1) Freshly launch chrome (or) resize chrome window and then restart chrome and observe spacing between profile icon and minimize button
(2) Now maximize and observe spacing between profile icon and minimize button.

Expected: Some spacing should be seen even on maximizing browser window.
Actual: Instead no spacing is seen.

This is a regression issue broken in M60.
