Regression: 'Filter' tooltip is seen for I-beam pointer in dev tools.

Chrome Version: 62.0.3199.0 (Official Build) d5e0252247308646430a8ad488ffeb9005f1a653-refs/heads/master@{#497962}(32/64 bit)
OS: Windows(7,8,10), Mac(10.11.6, 0.12.3,10.12.5),Linux(14.04 LTS)

What steps will reproduce the problem?
(1) Launch chrome, open dev tools window and navigate to 'Console' section.
(2) Hover mouse on text field and observe.

Actual: 'Filter' tooltip is seen for I-beam pointer is seen.

Expected: 'Filter' tooltip should not seen for I-beam pointer instead arrow pointer should seen.

This is a regression issue, broken in 'M-62', will soon update the other info:

Good Build: 62.0.3193.0
