Regression : Unnecessarily bidirectional arrow is seen in 'Sources' section of devtools.

Issue description

Version: 62.0.3199.0 d5e0252247308646430a8ad488ffeb9005f1a653-refs/heads/master@{#497962}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Sources' section and hover mouse cursor besides 'Scope' and 'Watch' tab,observe mouse cursor
 
Actual: Unnecessarily bidirectional arrow pointer is seen after mouse hover on tab.
Expected: Unnecessarily bidirectional arrow pointer should not be seen after mouse hover on tab (instead arrow pointer should be seen on tab area).

This is regression issue, broken in ‘M 60’ and will soon update other info :

You are probably looking for a change made after 474143 (known good), but no later than 474149 (first known bad).

Note :Able to reproduce the issue in Win 10.0,Ubuntu 14.04 & Mac 10.12.6 and Able to reproduce in latest Canary #62.0.3199.0
