Regression:Traces of blue highlight remains after selecting/deselecting text in manage password section.

Chrome Version: 62.0.3199.0 (Official Build)Revision d5e0252247308646430a8ad488ffeb9005f1a653-refs/heads/master@{#497962} (3264-bit)
OS:Windows(7,8,10)

Precondition: Make sure 2-3 password entry appears in manage password section by saving password
What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/passwords
(2)Now select/deselect content of page (i.e text) via mouse wheel and observe at the end of text.


Actual: Traces of blue highlight remains after selecting/deselecting text in manage password section.

Expected: No such traces of blue highlight should be seen after selecting/deselecting text in manage password section.

This is a regression issue broken in 'M61' and below is the manual regression range
Good Build:61.0.3132.0
Bad Build: 61.0.3133.0

Note: Issue not seen on Linux & Mac OS

This is the result of conscious trade-off between issues (having text selectable and having this minor highlight oddity). This is almost a WontFix because it's already been debated and decided upon, but I'll keep this as a Pri-3 because it would be nice to improve on this in the future.

I changed it from a regression because it was trade for another feature.
