Non-Regression: Unnecessarily Home button in the LHS menu blinks while loading in https://www.youtube.com/?gl=IN

Chrome Version:62.0.3199.0
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and navigate to https://www.youtube.com/?gl=IN
(2)Observe the Home button in the LHS

Expected:Home button should not blink
Actual:Instead it blinks

This is a Non-Regression issue seen from M-46

Able to reproduce this issue on Ubuntu 14.04 using chrome latest dev #62.0.3199.0. Will update Mac behavior once the build is available.
