ChromeOS issue: Provisioned Chromebooks are randomly losing enrollment

Issue description

ChromeOS version: 59.0.3071.134 
ChromeOS device model: lars (Chromebook 14 for work (CP5-471)) 
Case#: 13440196

Description: Provisioned Chromebooks are randomly losing enrollment.

Steps to reproduce: 
There is not specific steps to reproduce this issue.
As far as we know,
1)Provision Chromebook to OU.
2)User is using device without issue.
3)Shout down the device and the welcome screen appears whenever power-on.
4)Re-Provisioned the devices without error.

Current Behavior / Reproduction: Provisioned Chromebooks are randomly losing enrollment and the user has to re-provision to OU when power-on. 

Expected Behavior: The Chromebook should not lose enrollment.

Background.
Customer made an order for 750 devices, and approximately 15-20% (Around 130)devices are randomly losing enrollment. Customer does not have time-stamps when devices lost their enrollment, but the issue started happening approximately after 15th of August. Customer is IT person and users just started bringing those devices whenever they see the issue and have time to do so. 

The devices lost their enrollment and whenever powered on - they are sitting on the welcome screen. 
FRE policy is on. 


 
This scenario is also happening to me at our school.  Good percentage of chromebooks.  Nothing in our infrastructure has changed.

Issue also happening on our schools chromebooks model Acer Chromebook 11 (C740).   Seems to possibly be related to update to Chrome OS 60.   Speculation that it might be related to jump from lower level OS to 60, bypassing intermediate Chrome OS updates, as most of our Chromebooks were unused all summer.   
We are having the same issue at our schools with the Acer C740!
