Issue descriptionA lot of perf tests run into device unreachable errors while running tests. https://chromium-swarm.appspot.com/task?id=3842cb98f66f7810&refresh=10&show_raw=1 is one of many example tasks. This bug should track work to deal with these errors. Will also be used to link appropriate alerts on SOM.

Any examples of recent failures? (within past couple days) There's a couple of places to look. For something like DeviceUnreachableError, I find that it's usually due to the device constantly disconnecting/reconnecting to the host. I'd grep through /var/log/syslog to see how often the specific device shows up. If it's several times a minute, that's usually due to failing hardware (cables, hub, bus, etc.)
