Issue descriptionhttps://chromium-review.googlesource.com/c/chromiumos/chromite/+/627277/7/cbuildbot/build_status.py#80 Currently some methods rely on "new_buildbucket_info_dict is not None" to check whether to use Buildbucket. The code should be refactored to use unified method to decide whether to use Buildbucket.
