Unable to use Talkback to access the search field in NTP and open the virtual keyboard

Version: 60.0.3112.107, observed in 61 too

1) enable Talkback
2) Open a new tab page
3) focus the search field to add a search term
4) double tap to open the keyboard to type a search

Notice that you cannot open the keyboard. There is a strange animation that happens - the UI shifts up then back down, and you can't open the keyboard to type a term. 

Dominic, would you be able to look at this one or suggest someone else to take this on?

I can't repro this on a recent version.

Isha, can you try? If you can't repro either I think it's safe to close.
