[Cave] Unable to connect DUT with HP USB-C docking station

Issue description

Chrome Version: 61.0.3163.67
OS: 9765.45.0
Firmware: Google_Cave.7820.288.0

What steps will reproduce the problem?
(1) Sign in to DUT
(2) Connect HP Type C docking station to the DUT (Docking station is connected with 4K External monitor with HDMI, Keyboard and mouse)

What is the expected result?
DUT should be able to charge/connect

What happens instead?
Device is unable to charge/connect using HP Type C docking station. (LED on the docking station as well as the power sign on the DUT blinks)  

Note:  If device is plugged in with type c charger on the other port of the DUT,  all the external monitor, keyboard and mouse are working fine. When unplug type c charger, notification displays 'Low-power charger connected'.  Chell device works fine with HP docking station.

ketakid@: Tested with another HP type C docking station and it works fine (able to see the charging status) with the same version 61.0.3163.67 / 9765.45.0
