cmd+shift+C doesn't toggle between dev tools and browser

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36

Steps to reproduce the problem:
1. Load web page
2. Press cmd-opt-I (mac) to open inspector
3. Press cmd-shift-C (per docs https://developers.google.com/web/tools/chrome-devtools/shortcuts)
4. You do not toggle back to the browser

What is the expected behavior?
You should switch between the inspector and browser.

What went wrong?
Documented behavior did not happen.

This is how it always worked.
The documentation should be rephrased to avoid current ambiguity, for example:
Ctrl-Shift-C / Cmd-Shift-C toggles element picker mode in the browser window and shows devtools panel if it wasn't shown already.

So if I'm understanding you correctly, you can go into the dev tools using keyboard command but you cannot leave dev tools and go back to the browser window unless you close dev tools completely. Is that correct?

I use Vimium which makes for a nice mouse free browsing/developing experience under I go into dev tools. Then my only choice is to use a mouse to click back to the browser window. It would be great to be able to navigate back to the browser window without closing dev tools completely.
