Yellow triangle shown in user picker after cancelling sign-in

What steps will reproduce the problem?
(1) Disable ForceBrowserSignin
(2) Start Chrome in new user data dir
(3) Exit Chrome
(4) Enable ForceBrowserSignin
(5) Start Chrome
(6) Click on profile
(7) Abort sign-in

What is the expected result?
The profile picker UI should be unchanged.

What happens instead?
The lock next to the profile has changed into a yellow triangle.

This is the existed UI behavior of Profile locking.

When a locked profile is selected inn UserManager, the locked icon will be replaced by yellow triangle. You could see the triangle by aborting sign-in or using 'Tab' to select Profile.

But why? This doesn't make sense to me.
