Optimize for VDI

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.90 Safari/537.36

Steps to reproduce the problem:
1. Install on VDI 
2. Watch CPU spike when browsing

What is the expected behavior?

What went wrong?
When looking at chrome://gpu all graphic statuses state to be "hardware accelerated, we would like/need this to be software only. How can this be setup and more importantly, how can this be deployed domain wide.

Did this work before? N/A

OS Version: 10.0

It seems that the issue is not Enterprise. Removing Enterprise component.
