Regression: Unable to drag links in chrome://settings/help

Chrome Version: 62.0.3198.0 dev
OS: Ubuntu 14.04, Windows

What steps will reproduce the problem?
(1)Launch chrome and go to chrome://settings/help
(2)Now drag any links "Chromium" or " open source software" or "Terms of Service" and observe

Expected: Should be able to drag those links and drop in omnibox.
Actual: Instead unable to drag these links.

This is a regression issue broken in M62. Will provide bisect info soon.

Able to reproduce this issue on Mac OS 10.12.6 using chrome latest Dev #62.0.3198.0.
