Issue descriptionThese two builds time out in HWTest section: https://luci-milo.appspot.com/buildbot/chromeos/relm-release/1438 (1440 failed due to lack of BVT duts) (1439 built successfully) https://luci-milo.appspot.com/buildbot/chromeos/relm-release/1441 They're both failing completely different tests, but they all seem ARC-related. If this is not an infra issue, please reassign.
