Regression: scrollbar cannot be dragged to the extreme end on settings page

Chrome Version: 62.0.3198.0
OS:Ubuntu 14.04, Win

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://settings/
(2)Drag the horizontal scrollbar and vertical scrollbar to the extreme end and observe


Expected 
Should be able to scroll to the extreme end

Actual
Unable to scroll to the extreme end


This is a Regression issue seen in M-62
