Regression : Focus highlight doesn't go to 'Styles' tab after continuously pressing 'Right arrow' key in devtools.

OS: Windows (7,8,8.1,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now click on 'Styles' in 'Element' section and press 'Right arrow' key continuously,observe focus highlight on 'Style' tab
 
Actual: Grey focus highlight doesn't go to 'Styles' tab after continuously pressing 'Right arrow' key.
Expected: Grey focus highlight should go to 'Styles' tab after continuously pressing 'Right arrow' key.

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:60.0.3110.0
Bad build: 60.0.3111.0

Note : Issue is not seen on Mac OS.
