Pervasive tofu glyphs on Southern Min Wikipedia

OS Version: OS X 10.12

Other browsers tested:
  Safari 10.1.2: OK
  Firefox 55.0.2: OK

What steps will reproduce the problem?
1. Go to the URL

What is the expected result?
Correct rendering of the base character and combining diacritic (compare Firefox or Safari).

What happens instead of that?
Occurrences of U+0358 COMBINING DOT ABOVE RIGHT become boxes along with their base characters.

Able to reproduce the issue on Mac OS 10.12.6 using M60 #60.0.3112.113 and M62 #62.0.3199.0 .

This issue is seen from M50 and is a Non-regression issue.

Marking this as untraiged for further inputs on this.

Note : This issue is seen only in Mac.
