A11Y: Android: Redirect warning has no way to agree and continue

Issue description

Chrome version: Latest Chrome stable for Android
Device: Pixel XL running Android 8.0.0 Build: OPR 6.170623.011

Issue:
When I launch a URL that had a redirect, Chrome for Android shows a URL redirect warnning, but there is no way to accept the warnning and allow the redirect.
As a result, this is blocking and I can not get to the website.

To reproduce:
1. On Pixel XL with latest Android O and Chrome stable for ANdroid
2. Install GMail and Zoom Apps from the play store.
3. Assume you want to join a Zoom meeting (Popular confrencing service).
4. from your desktop computer email yourself the following URL that was included in the meeting invite I received:
https://www.google.com/url?q=https%3A%2F%2Fzoom.us%2Fj%2F986657835&sa=D&ust=1502387077081000&usg=AFQjCNF6gybLiFUd-hPvEacylKfYrzRtGQ 

5. On your android Phone,go to settings - accessibility - TalkBack and turn on Talkback.
6. Now on your Android Phone, open the Gamil app and click the email you sent yourself with the above meeting link and double tap the link to activate.
Expected:
When I double tap the link, Chrome will be launched which will then either ask me whether I want to launch the Zoom App or just launch it
Actual:
I get a page in ANdroid that warns me that the page is attempting to redirect me to a new page, but have no option to accpt and continue
Result:
I can not join any of my 10 a week Zoom meetings as Chrome is blocking the flow to launch the App.

This sounds like an issue in the gmail app.  Does the link actually open up Chrome, or in a window in gmail?

The link opens a chrome custom tab. Issue 854786 is a similar bug where talkback can't leave the toolbar after chrome reopens, I'm marking this bug as blocked there because I'm not sure if they're the same issue.

This sounds like an issue with the redirect webpage itself. I don't believe the re-direct warning is coming from Chrome.

I suggest filing a buganizer against Gmail.
Thought about this more over the weekend, and it could also be an issue with Chrome's interpretation of the webpage.

Removing other components. We can try to debug this one first. I was thinking it was native UI but if it's an issue with a page served by Gmail then maybe it's our bug.

OK, it's taking you to a redirect page like this:

Redirect Notice
The previous page is sending you to https://zoom.us/j/986657835.

If you do not want to visit that page, you can return to the previous page.

The url is a link, it's clickable. I tested it with TalkBack and it works fine. I think this was just user confusion; the page isn't mobile-friendly and it's not at all obvious that it's a link other than the color. Other similar pages have clear buttons to Proceed or Cancel, this does not.

But there's no Chrome bug here.
