MIDI keyboard (AKAI MPK mini) doesn't work on any music app (Caustic for example)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.101 Safari/537.36
Platform: 9460.73.0

Steps to reproduce the problem:
1. Plug MIDI keyboard (AKAI MPK mini or other synth device)
2. Open the app (Caustic for example)
3. Try to play on the keyboard

What is the expected behavior?
Expecting to use the MIDI device to play music on the Keyboard, as it works on Android phone with the exact same set up (Caustic + AKAI Midi Keyboard)

What went wrong?
Error "No USB Devices available" on the app

Did this work before? N/A 

Chrome version: 59.0.3071.134  Channel: stable
OS Version: 59.0.3071.134
Flash Version: 26.0.0.137

The Midi Keyboard works ONLY on the Web Midi Interface (https://webaudiodemos.appspot.com/midi-synth/index.html)

but not on any app from the Play Store
