I cant hide the apps from google's "new tab" app launcher

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.85.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.112 Safari/537.36
Platform: 9592.85.0 (Official Build) stable-channel chell

Steps to reproduce the problem:
1. i move google+ under to hide it
2. refresh page
3. it came back and unorganized my app launcher

What is the expected behavior?

What went wrong?
the browser itself has a bug and i already reset my setting and did a factory reset on my Chromebook

Did this work before? Yes 

Chrome version: 60.0.3112.112  Channel: stable
OS Version: 9592.85.0
Flash Version: 26.0.0.151 

please fix this simple coding bug. There are a ton of apps that i need to get rid off to keep organized and focus.

I can reproduce: The app drawer customizations don't seem to stick. This doesn't only affect the NTP; it's the same on the Google homepage. CCing some OneGoogle folks who might know what's going on, or where to route this.

It's also not within Chrome's codebase. So there is nothing to see here :-)

The internal bug, b/65272562, has been fixed & rolled out to production. I've confirmed that the steps documented in this issue's description are no longer reproducible.
