Steps to reproduce the problem:
1.Open chrome://flags 
2.Search for #quick-unlock-pin
3.Choose 'Enabled' from dropdown
4.Navigate to chrome://md-settings/people
5.Click screenlock and enter the password

What is the expected behavior?
It should display 'Smart Lock (beta)' setting

What went wrong?
It's not displaying the said setting
