[Beta 61.x+ only] Extension fails to Auto-open Windows on Launch when Auto-Start enabled for Tidy Sidebar, Tabs Outliner, etc - for Beta, but not Stable channel

Issue description
Chrome Version : 61.0.3163.59
OS Version: 10.0 (Windows 10 Pro x64)

Add OK or FAIL after other browsers where you have tested this issue:
Chrome 60.0.3112.113 (Official Build) (64-bit): OK
Auto-start/open fails for all extensions, like Tabs Outliner and Tidy Sidebar, so that if an option like Auto-Start is enabled for them, these sidebar windows are not opened when Chrome is launched.
This issue only occurs with Beta channel, but works fine for latest Chrome stable.
As shown in screenshot, the extensions' sidebar windows open fine after manually clicking on extension toolbar buttons to open them.
If relevant, Beta channel is secondary install, after had already installed Official release.
I had tried enabling Auto-Start under extension options for Tabs Outliner and also separately tried for Tidy Sidebar, and in both cases it works for Stable and failing for Beta.
Also, somewhat related:
Tabs Outliner, Tidy Sidebar, etc. fail to automatically close when all Chrome windows are closed.
Configuration:
Open the New Tab page (under Chrome Settings)

Unable to reproduce the issue on the latest Beta(61.0.3163.59) as secondary installation. Window was auto opened when launched chrome with Tidy Sidebar added. Attached is the screen-cast of the same. @reporter: Could you please review the attached screen-cast and confirm if anything being missed here. Also, could you give a try in a new profile without any extensions.
