ShellObserver::OnlocalStatePrefServiceInitialized passes nullptr in under target=linux

What do you mean "target=linux"? That's a linux-chromeos build, which is what we use for testing chromeos changes on the chrome waterfall. Is there a different builder failing too?

Note to self: Per the comments in Shell::OnLocalStatePrefServiceInitialized, local_state_mash_ can be null when chrome isn't running, which might be the case under mash.

I suspect Sam's CL https://chromium-review.googlesource.com/c/chromium/src/+/616505 will fix this.
